Revised Plans for Westhab (22 Tarrytown Rd) posted on Town's Web site

Yesterday, Westhab, Inc. re-submitted its petition for demolishing the existing three buildings at 22 Tarrytown Road and constructing a new multi-family building to be 100% occupied as affordable housing. The Greenburgh Town Board has consistently demonstrated its support for affordable housing but shared community concerns regarding the size of the original proposal for this site and the potential negative impacts that could result from changing the Zoning Ordinance's definition of “suitable open space” to allow the open space to be on a roof instead of at ground level in order to make the original proposal viable. Commissioner of Community Development and Conservation Thomas Madden and I briefly reviewed the new plans submitted yesterday and found significant impact reductions from the previously submitted June 19, 2008 plans that were the subject of a Public Hearing held by the Town Board on June 25, 2008.
 
The changes in the new plans include:
 
 1. a height reduction from four stories, 43 feet as measured at the green roof, to three stories, 30 feet.
 
 2. a reduction in the number of units from 34 (5 two-bedroom units, 13 one-bedroom units, and 16 studio units) to 28 (3 two-bedroom units, 13 one bedroom units, and 12 studios).
 
3.   the elimination of previously proposed roof-top “suitable open space,” which is now provided at ground level in compliance with the existing Zoning Ordinance.
 
3.   relocated utility poles in the rear yard that do not interfere with required parking spaces.
 
 5. a reduction of the building size from 28,494 square feet to 21,573 square feet.
 
 6. a reduction in building coverage from 7,705 sq. ft. (24.1%) to 7,061.7 sq. ft. (23.1%).
 
 7. a reduction in the Floor Area Ratio (the ratio of gross floor area to lot area) from 0.93 to 0.70.
 
 8. an elimination of roof-top access by residents to the green roof and, concomitantly, the elimination of safety concerns regarding children playing on the roof in the previously proposed roof-top “suitable open space.”
 
 9. a relocation of the main stairwell from the west side of the building to the east side of the building to further minimize the bulk of the building as viewed from Fulton Park Apartments.
 
10. The loading space has been relocated to be closer to the rear entrance of the building.
 
Before leaving Friday evening, Commissioner Madden kindly scanned the entire revised submittal and posted it on the Town’s Web site under the “Community Development and Conservation” section on the “Documents and Forms” page. The specific links to each document are provided below for your convenience:
 
 
The above petition is now limited to amending the Zoning Map of the Town of Greenburgh to reclassify and re-designate the property at 22 Tarrytown Road from DS Designed Shopping District (which it is zoned in part) and M-22 Multi-Family Residence District (which it is zoned in part) to M-174 High-Rise Multi-Family Residence District on the entire 0.701 acre parcel.  Although M-174 allows a building up to six stories, the applicant has agreed to a deed restriction limiting the height to no more than three stories, which should alleviate concerns regarding future height increases.  Community members effectively demonstrated the bulk and height of the prior proposal would have had a significant environmental impact on the surrounding community.  Each of the issues raised at the prior Public Hearing appears to have been addressed in the revision.  We will continue to review the plans in greater detail and look forward to your comments as well.
 
The petition will be the subject of a Public Hearing in approximately one month, on September 4, 2008, at 8:30 PM, at Greenburgh Town Hall (177 Hillside Avenue, White Plains) and again on September 10, 2008, at 8:30 PM.
