Clean up of debris from Bronx River to begin on November 6th

Greenburgh and Elmsford’s initiatives during the past month to reduce flooding by cleaning up debris from the Saw Mill River has generated county-wide momentum that could lead to less flooding in the future. The Westchester County Executive announced a county-wide effort called River Rescue. Volunteers are being invited to remove debris in and along the Bronx River. Old Kensico Road & Fulton Park were among the neighborhoods that experienced severe flooding during the recent storms. The event will take place Sunday, November 6 between 10 a.m. and 2 p.m. at six locations off the Bronx River Parkway between White Plains and Bronxville.

I applaud this county-wide effort. And, am very pleased that different levels of government are working cooperatively to solve an important county wide problem. One community cannot do the cleanup alone. For debris cleanup to be effective – communities along the entire river must do their share. This is a good initial county action—that hopefully will lead to more initiatives to address our flooding problem.
Individuals, civic organizations, scout troops, businesses and non-profit groups are being asked to spend a few hours removing accumulated debris and tree branches from the river, with the goal of curtailing flooding by removing impediments to the natural flow of the river.
Volunteers can register on-line by going to westchestergov.com/river-rescue-registration or by telephone (914) 864-7318.
Members of the New York State Turf and Landscape Association will also volunteer their time and equipment to the River Rescue effort, with representatives at each of the cleanup sites. The association will remove fallen trees near Main Street in White Plains and Paxton Avenue in Bronxville.

· County Center White Plains: at the stream behind the building and along the Bronx River Pathway north of the County Center parking lot;

· Near Main Street in White Plains;

· Butler/Garth Woods, Scarsdale;

· County Tennis Courts/Anne’s Way, Scarsdale;

· Bronxville Lake, Bronxville, and

· Headquarters Field, Bronxville.

Volunteer team captains and county staff will be on hand at each location to assist volunteers and direct their efforts. Participants should dress for the weather. Gloves, plastic bags and small hand tools will be provided. Volunteers however, are encouraged to bring their own tools, as quantities are limited.
Anyone wishing to volunteer at a specific site may proceed directly there. Shuttle bus services will be available for those who would like to meet and be transported to a site. The shuttle buses will launch from the Westchester County Center’s east parking lot, 198 Central Avenue in White Plains at 10:05 a.m. Shuttle service will be limited.

PROGRESS REPORT--SAW MILL RIVER CLEAN UP

During the past few weeks the Greenburgh Public Works Department, working with the village of Elmsford, have spent about 640 man hours removing debris on the Saw Mill River. We estimate that we will be spending about 360 more hours. We have removed about 10 trucks of debris on the river--expect to pick up 3 or 4 more truck loads. We found lots of plastics, bottles, styrofoam, two oil tanks, some tires in the river--all have been picked up.

It's a slow process. We have cleared debris from only about 1/2 a mile so far. Have another 1/2 mile to go. We started near the Elmsford Little League ballfield, just south of Babbitt Court and have tracked south down the river. We are now working near the I-87/Saw Mill River Parkway interchange.

Our costs? About $18,500 in labor costs. Probably another $10,000 to complete. And, about $5,000 in disposal costs. We are seeking reimbursement from FEMA.

We need to be more proactive --and hope other communities along the river will also take similar proactive measures. THe village of Hastings has already contacted me--expressing interest in clearing debris in Hastings.

The clean up that we have initiated won't solve the flooding problem. Hopefully, it will help. After the next storm we will be able to assess how helpful our work has been.

WALKWAY OVER THE HUDSON WALK TODAY WAS AMAZING!

Spent two hours with Fred Schaeffer, founder of Walkway over the Hudson in Poughkeepsie--walking across the bridge over the Hudson. About 8,000 other people walked over the bridge today. 600,000 people enjoy the bridge every year! An amazing walk with incredible views of the Hudson and the fall foliage. I strongly encourage those who are interested in the new proposal to turn the old TZ bridge into a tappan park bridge (suburban version of the high line) to take a walk over the bridge.

It's amazing. Next steps to turn old TZ bridge into a TZ bridge park or high line:

1) Scoping session--Doubletree Hotel, Tarrytown Tuesday from 4- 9 PM. Officials will provide more details on new bridge. Please attend.

2) November 16th--meeting Greenburgh Town Hall cafeteria. Forming new committee to persuade state officials to save the old TZ bridge and create a bridge park.

3) Need to encourage state officials to conduct an engineering study to determine costs/feasibility of saving bridge.
