Town bd invites legislators to meet with us to discuss FERNCLIFF and other WESTHELP options TUESDAY

The Greenburgh Town Board will meet Monday night at 7:30 PM to discuss the 2013 budget. The budget, which comes in below the tax cap, will be voted on December 18th.
 
We will have another work session Tuesday at 9:30 AM. We will be interviewing representatives of the best proposals we received for the WESTHELP site. Ferncliff Manor, an organization that provides services and housing to the developmentally disabled, offered the town $500,000 a year in rent –about $150,000 more than the next highest proposal. The other affordable housing proposals we received from developers were also good ones –but will generate much less revenue to the town. The highest rent offered to the town was $350,000 a year.
 
Ken Jenkins, Chair of the Westchester County Board of Legislators and County Legislators Mary Jane Shimsky and Alfreda Williams have objected to the town renting the facility to Ferncliff Manor. They do not want the town to allow Ferncliff to demolish the existing apartments at WESTHELP. They make the arugment that the existing buildings are an asset that should not be destroyed. County Legislator Michael Smith, also a Greenburgh representive, supports the Ferncliff lease. He believes that the developmentally disabled deserve a high quality life in a campus like setting. The Ferncliff proposal will generate about 3 million in additional revenue to the town over the life of the lease over the nearest competitor. And, Ferncliff will have no impact to the school district. About 70% of the residents of Ferncliff are low income –DSS refers clients to Ferncliff.
 
I have invited Legislators Jenkins, Shimsky, Williams & Smith to the Town Board work session on Tuesday at 9:30 AM. The members of the Town Board and I want to know if the Legislature will authorize the town to rent out the WESTHELP site to Ferncliff . I have also asked our Legislators to provide me with an opportunity to meet with all 17 Legislators to discuss. If Ferncliff is rejected the Town Board will promptly lease out the WESTHELP site to one of the other affordable housing developers.

In recent weeks some members of the County Legislature have been meeting with residents who have family members at Ferncliff. Many people have attended meetings of the Board of Legislators asking the Legislature to reconsider their opposition to Ferncliff.
