POST OFFICE FAILS TO LIVE UP TO MOTTO: Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds
MANY GREENBURGH RESIDENTS AREN’T GETTING MAIL DELIVERY EVERY DAY
A few days ago I sent out an e mail post to residents of Greenburgh asking if they were experiencing problems with the post office. In recent months I have received a number of complaints from residents --no mail delivery, mail sent to wrong addresses, mail arriving late. Many of these complaints had nothing to do with the bad weather conditions.
 
I received many responses. You might be interested in reading about 80 of the e mails I received from some of your neighbors who live around town. Most the complaints were from Edgemont and Hartsdale residents. Some complaints were from Fairview and other sections of town. I deleted the e mail addresses from the correspondence and the last names of the constituents who wrote to me.
 
I have forwarded all complaints to our Congressional representatives and to United States Postal service officials. I am continuing to receive additional complaints and hope that the Postmaster, members of Washington and Postal Officials in DC will take this matter seriously.
This is definitely a problem that needs to be addressed.

Dear Paul, Yes, Celia and I have been having problems as well.  I understood one day when there was the very heavy snow that there was no delivery, but on other days we have had no delivery, or delivery very late (around 7:00 pm). OUr delivery time is entire irregular, varying from mid-morning to late afternoon, with no pattern whatsoever. We also have a problem that we get buff colored cards that an attempt was made to deliver certified mail and allegedly no one was home, but since I work regularly out of my home and both Celia and I are usually at home, I can say with certainty that there was no attempt to ring the doorbell.

Yes During some of the bad weather days, they just didn’t deliver at all—I was quite surprised and disappointed.
The mail carriers also make a lot more mistakes in delivering mail to the correct apartment(and we only have 6 in my building).  You used to be able to depend on the mailperson(neither rain nor sleet nor snow…)
It’s a far cry from that recently

This is true.  Many days when there has been snow, whether 1 inch or 10 inches, the mail on our street in Hartsdale has not been delivered…

Hi!  Thanks for addressing this.  I was very surprised when we didn’t get mail delivered on Friday, Feb. 14.  I was scheduled to receive an item I needed before leaving town on the 15th, as well as my usual Enterprise delivery.  Both arrived on Saturday, after I had left town.  Our address is in Dobbs Ferry.

We had one day with no delivery.  Also, the mail person occasionally leaves my mail sticking out of my mailbox in bad weather so that it gets ruined.  We have no consistent person delivering our mail, so I have no relationship whatsoever with our carrier.  They deliver very late some days, too.  Not doing the best job, in my opinion.

Yes I've been having problems with mail delivery, including several days when mail wasn't delivered. Also a package that I was expecting (that has a tracking number) was not delivered and according to the USPS website has been bouncing around in their sorting centers, hasn't reached me yet. I have a mailbox posted at the front of my property, but the town plows put such a big pile of snow in front of it that it was unreachable. And my front steps were very icy, complicating my mail delivery further.

Dear Paul, In recent months, we have definitely experienced poor mail delivery.  One week, we received no mail whatsoever for two days in a row.  Other weeks, we missed mail one day.  Generally, on Saturdays we hardly receive any mail at all.  Our mailbox is at the end of our driveway and is in perfect condition, making it accessible for delivery.  Further, when I have gone to the post office to hold or pick up mail after a hold, the service door is locked or closed during business hours and has a sign posted that we should only ring once.  They are very unresponsive and rude at our local branch.  While waiting other customers have also vigorously complained.  You may forward this message as needed to improve our service.  Thank you.

We have had very poor delivery lately. At least 2 days of no mail and some days of little mail and delivered at about 6 pm!!
WE CALLEED THE POST OFFICE AND THEY TOLD US WE PROBABLy didn't have any mail!! It's seems impossible!

Paul, This is a major problem.  Almost every week we experience one day in which no mail is delivered.  There have been weeks when we have had 2-3 days without delivery.  This has been going on for some time and has been getting worse over the past year.  It used to be just episodic, now it is just to be expected. Hello Supervisor Feiner – We live in Hartsdale.  We have had several issues with our mail service:
 
1.      Occasionally there is no mail delivery at all.
2.      The mail generally comes well after dark. 
3.      We have been told by a couple of federal governmental entities that they mailed us at least 3 important documents in October and January that we never received. 
4.      When I went to the post office recently to report the missing mail items the clerk said that wasn’t possible because the mail carrier is good.  When I repeated my concerns, her response was to go into the back of the post office.  When she returned she told me that she spoke with the mail carrier and he says he delivers everything.
 
I’m not saying that the mail carrier is or isn’t good.  Perhaps the problem stems from another part of the process, but I have never had such bad mail service anywhere else I’ve lived.  Our neighbors have mentioned mail delivery problems as well.  Thank you for raising and looking into this important issue.

I received a nice confirmation letter from Nita Lowey about the mail situation.  Since the last snowstorm our mail delivery has been good.  But you know I will let you know if that changes.  So happy they were wrong about this recent storm!

Hi Supervisor Feiner:  Our mail service has been very spotty.  I regularly receive mail that has been delivered to the wrong address and my mail is being walked over by neighbors on my street.  If it snows, we don't get mail regardless of whether our driveway is clear.  Last week an outgoing letter sat in my mailbox for three days.  I received no mail because my mail was being erroneously delivered to a neighbor.  Our mail comes at 6 p.m. or later.  I'm guessing that budgetary cutbacks have lead to this deterioration in service.  Postal employees and mail carriers in our area have always been helpful and courteous.  Several of my friends in different neighborhoods have reported similar experiences. Mr Feiner, The mail delivery where i am in Poets Corner has been very poor of late. There are days when i receive my mail at 7 pm and days where i dont get it at all. The next day i will have two separate bundles in rubber bands from each day   Many days my neighbors and i meet in the street to exchange each other's mail that we have received in error.  Hopefully this issue can be resolved in a timely matter   Thank you for your concern

Paul, My mail delivery sucks. They don't come for days and then ram everything through the mailbox slot destroying mail. They have even left boxes on top of my mailbox instead of leaving a slip or putting it on the porch. Paul, I had a horrible experience with the Hartsdale Post office. Around Christmas time I waited for a package almost a month. I made several trips back and forth to the Post Office with the tracking number. First they said it was delivered. Then they said it would arrive Christmas eve.  Then the supervisor told me simply they had lost the package. This was a Christmas present that I had ordered for a relative. Unacceptable in my book.

Paul,  A few years back when Hartsdale post office made cuts and changed routes we lost our very reliable postman, Tommy. Ever since we have had numerous postmen, lack of consistency and sporadic mail delivery. It is common for us to receive our mail at 6p. Yes, occasionally we do receive our mail at a reasonable hour. I have given up because my complaints have not always been received well. Most recently with all the snow it would not be uncommon to not receive mail especially since I love in a dead end. I would be so happy if my mail was consistent. Thanks.

Hi Paul, yes my neighbors and  in Knollwood Mayfair (South Chelsea and Augusta Place specifically) didn’t get mail for a whole week at the end of February. I finally got through with some one at the Post office and he had a lame excuse about the weather and they are not allowed to deliver after dark. At least once every 2 weeks they skip a day and mostly the mail gets delivered after 5 pm. Our service was great when we had the Post office in North White Plains. Then it was transferred to Fisher Avenue. That office doesn’t know how to hold mail either, and I travel a lot.  I try leaving a note, I try on line or both but mail still gets delivered. I hope something can be done about it.

Hi Paul, We never thought of getting you involved in the mail problems that we have had.  We call the post master in Hartsdale when there have been issues. And there have been many, many issues. Too many to list here. Most recently - I am missing BANK STATEMENTS from mid- December 2013 into January 2014. I called the post office about this. 
(Just so you know....We have had an on-going issue with packages and mail being delivered to a house around the block from us for years. It got so bad that the neighbor and I exchanged phone numbers so we could retrieve my mail from them. Not just the post office made this mistake, but FEDEX and UPS were also delivering packages to this neighbor instead of me! A new person bought that house last summer and I had to introduce myself and tell her what goes on with the packages and mail.) One time the post office sent the fill-in mailman to actually retrieve several packages from that neighbor that belonged to us. After repeatedly telling the post office what was going on - The missing package issue seems to have settled down somewhat - but now I am missing mail regularly.  I also get other folks mail at least once a week. We worry constantly what other mail is missing that we don't even realize. It has REALLY gotten ridiculously bad in the past 3-4 months or so.  So we call the post office and they take our information and say they will check into it.  The latest news from the post master is that we will be getting a new permanent mailman this week. Hopefully that will solve some of the missing mail/no mail problems.

Mr. Feiner, I am a resident of Winding Ridge. In the last year the mail service has clearly declined. Our regular carrier was removed or retired and there seems to be different people all the time. Delivery was midday and now it's after 4pm or not at all. I've had things in my box since Friday that were not picked up...incorrect address. Thank you for pointing out this is a bigger problem affecting others as well.

Yes, I have had problems in the last few months with mail delivery. I have a long time carrier Jerry, who is NOT the issue.  It is the replacements for him on days he is off.  I have not received my mail, my mail has been delivered to the next door neighbor. Once, to their credit, the truck came back at 6 o'clock with my mail.

We received no mail today, actually, and this happens once in a while, but not frequently.  In general, though, we are noticing less mail delivered to wrong address. In past years we would frequently get some pieces of mail intended for our neighbors, (or even for addresses in other towns that had a similar street name, etc.) and we have not seen that as much just recently.

Paul, there were a couple of days during the snow storms this winter that I didn't get mail.  I guess the Post Office no longer follow their slogan, Neither snow, nor rain, nor heat, nor gloom etc... In addition, after 17 years of living in the town I still don't always get some mail.  This is due to there being three Park Avenue's with White Plains mailing address.  Even delivery's wind up in downtown White Plains.  I hope one day we can change our mailing address to Greenburgh and maybe wishful thinking having our own post office in town.

Hi, Paul.  I live in Granada Crescent and there has a been a marked increase in mail being delivered to incorrect boxes in the last 6 months.  We continuously receive mail for building 5 in building 15 mailboxes, and within the same building receive mail that belongs to other units.  Interesting that other areas of town are experiencing issues, too...

Most definitely. The mail is either not delivered, or delivered to the wrong unit. I received my neighbor's Con Ed bill, and he received mine. He lives two floors above me. Last week, I also received my neighbor's pension check...he's right above me.  My husband found an envelope on the shelf for our neighbor down the hall, and delivered it. She thanked us. It was an $8,000.00 check. The mailman will frequently throw packages at the door and run. I hope you can help us. Thanks.

Dear Mr. Feiner: In response to your question regarding mail delivery, at least twice or possibly three times during snowy weather we did not receive mail.  The next day the mailman quietly delivered the mail and left before we were able to question him as to the reason.  I understood the bad storm, but we received the newspaper deliveries on the other days.

Hi, We are @ Stone Oaks. Some days the mail comes during the afternoon some days after 5-6pm. Some days No first class just mailers,next day tons of 1st class. Is our PO short staffed?-Not only for delivery but for sorters. I know a great deal of this can be due to the snow ,road conditions etc but there is no pattern as to our delivery.

After receiving your email about mail delivery problems, I thought I'd let you know about how delivery at 100 E Hartsdale Ave. has become.  Quite often it doesn't arrive until well after 5:00 pm...and as late as 6:30 pm.  There are numerous days that no delivery has been made.  Seniors are especially upset about this...as I often meet them in the lobby after work.  Also, when specialized (eg. Bed Bath & Beyond) coupons are addressed to each resident...they are not placed in individual mailboxes...but just left on the table...where everyone helps themselves to as many as they want.  When I come home from work at 5:00... the pile is depleted.  This is very frustrating. I can confirm that we had the same issue. At one time, we also received shipper notices that a package could not be delivered for some erroneous reason and that notices were left on our door which actually did not occur. A few days later it suddenly appeared. Last week I asked my neighbor about his mail frequency and he confirmed the same. We are in Manor Woods.

Dear Paul, Yes, as a matter of fact, mail delivery in Old Edgemont (can't speak for anywhere else) has been very erratic this winter. When our regular mail carrier, George Ulrich is on duty, the mail is delivered promptly by 11:00am. When anyone else is delivering along our route, the mail comes as late as 6:00 pm or, on several occasions, not at all! I can understand why mail delivery is spotty in the midst of a blizzard (despite the "Gloom of night, etc" adage) but I have no clue why, when roads have been plowed and walkways shoveled, mail isn't being delivered. I tried to contact the USPS via email and via telephone but never received a response to my email and was on hold for over 40 minutes on the telephone and finally gave up. I'm hoping you have better luck getting some sort of explanation. Thanks for your help! Robin

There are occasional problems.  At 120 EHA the mail is delivered after 5 P.M.  The USPS should be closed.  Let FedEx or UPS or other private companies do the job. Can you imagine if the people who run the USPS were running McDonald's?  Good Luck getting a burger!

Hi Paul, Thank you for bringing this up. I was just about to call the post office to complain. I had the best postman for years but ever since his route changed, we have had problems. I often receive mail that is not mine. I always put it in the correct mailbox or leave it in the mailbox for the postman for the next day. This happened twice last week. I know we are not receiving mail. I just received my overdue notice for my dog's  license renewal because I never received the original notice. We also did not receive an important tax form...and those are just two recent things. I know we did not receive a wedding invitation. I can't count on other people to re-deliver the mail as I do. Many people probably just toss it. My concern is more with errors than missed days. Thank you for looking into this,

    We have experienced 3x during the many snowstorms that mail was not delivered to my residence in Pondside condo.    Reason giving was there were many mailman out of work & not enough replacements to handle all the routes.    These are the 1st times I can recall in our 15 years living here that has happened.
    Also, in the last month or 2 while getting mail delivered, our outgoing mail left in our mailbox was never taken & thus it's mailing was delayed at least a day, or more when it happens on a Sat.    Our delivery is so late, 4pm or later, that it's usually too late to make the PO when we realize the mail wasn't taken.    I did make a complaint to the delivery supervisor after the 1st time, but it happened again after that.   Finally on many occasions we receive a Certified Mail delivery attempt in our box when someone was home to sign for it & the bell was never rung.    That is unacceptable & again I told the WP PO about this.    I do feel these mishaps occur when our regular carrier is not on & a substitute is doing the delivery. Paul   I'm so glad you asked this question.  My building (111 EHA) is at the end of the this route.  Since May, our mail has arrived any time between 5:30 p.m. and 7:30 p.m.  (The business day ends at 5 p.m., so as far as I'm concerned, it's the mail for the following day.)  I have spoken to Bill at the Hartsdale PO many times to complain as well as stopping in to speak with him when I could find a space in the parking lot.  In November, I opened a case with the USPS Complaint department.  That was the day after my mail was being delivered at 7:30 p.m.  The day after Martin Luther King Day (a Tuesday) it was snowing, and we had no mail delivery that day.  That means that we had no mail from Saturday night until Wednesday.  Wednesday's mail was one piece of  mail, and it wasn't until Thursday that I received all the mail that should have been delivered on Tuesday and Wednesday.  I called the complaint number at the USPS and referred them to my original case number.  The response was that my case had been closed.  According to the information I was provided, mail can come as late as 7 p.m.  I called the Consumer Complaint number in White Plains and was told that the mail is delivered to the post office late, so the delivery is late.  I find this unconscionable.   One Saturday night our mail was being delivered at 6:30 p.m. (Post office closes at 1 p.m.).  Someone was coming into the building, obviously visiting, and just stared in disbelief as the mail was being put into the boxes at 6:30 p.m. Many times it comes around that hour on Sat. night. The vigil starts here around 5 p.m., going down to look for the mail.  Then it's every half hour, and sometimes we get lucky by 6 p.m.  Sometimes we're shocked and it comes before 4:30.  That's a rarity. Before the Hartsdale post office changed all the carriers around in the spring, our mail was always here by 3 p.m.  I've lived in this building since 1976 and the mail was always here before 4 p.m.  This late mail delivery is inexcusable, but I'm not sure it can be fixed.  Most of my neighbors don't bother checking their mailboxes until the following day.  My theory is that we get delivery Sunday, then Tuesday through Saturday since that's when mail is found in the boxes at a reasonable time from the day before.  At least it's light out when you check your mail box. Paul: To cite some other examples, when our regular mailman is on duty, we generally receive our mail between 12:00 and 1:00PM. When he is not available, his replacement delivers the mail anytime between 3:00 and 5:00 pm. In addition, there have been at least two weekday occasions when we have not received any mail at all. Please also note that snow may have been an issue in at least one or two cases. It is my understanding that in the case of very late delivery, the mailman usually has to cover one of the larger apartment buildings in the area as well as his or her regular route.

Paul    I'm away in Austin, TX and PAID for Premium Forwarding Service from the Hartsdale Post Office. The Post Office is to send my mail every Wednesday; however, for two weeks the mail was not sent until Thurs. One week we only received part of our mail, with the rest arriving in an overstuffed box the following week. The mail one week did not arrive until the following Monday (It should arrive on Friday). While there is no guarantee on delivery, it it not unreasonable to expect all the mail to at least be SENT from Hartsdale on the day promised! It seems it is up to my postman (one person) and if he/she is out the whole system seems to fall apart.

Paul,  Yes, we had a LOT of trouble with our mail delivery from late December through February. Our normal mailman disappeared and we went through a series of delivery people who all seemed to have their own unique quirks. Not only was our mail delivered extremely late on many occasions, and not at all once or twice, but also there was a great deal of misdelivered mail. (And who knows whether some of our mail got delivered to another location? We'll probably never know for sure.) However, last week I met a fellow who claimed to be our permanent new mailman -- a very nice and seemingly competent young man who said that our former mailman had retired. He is familiar with the route from having done it upon occasion in the past when our former mailman was on vacation.
And he began the conversation with the statement "Your mail will be delivered much earlier from now on!"  I have high hopes. For the past week he's lived up to his claim. The mail has come at the time it used to appear and we've had no misdelivered items.  Thanks for looking into this -- and all you do to make Greenburgh a great place to live!

Paul,  We are definitely having problems with the mail.  Like others we've had days when it wasn't delivered.  I understand that it might be problematic on the worst of the snow days, but this was on other days.  In addition, about 2 weeks ago, we received two items in the mail.  The first was a return of a holiday card that we sent in December for which the family had moved and they're forwarding had expired.  The second was a holiday card from a friend that had been mailed in December.  Both of these items arrived on the same day in February.  Finally, I sent my daughter in Indianapolis a card 2 weeks ago.  It was returned to us yesterday stating that it couldn't be delivered.  The address was the same address as I've used multiple times to send her things, so why is it now undeliverable?  It's getting to the point where we aren't sure that we can trust the service. We live in Poet's corner and have received several pieces of mail meant for another house. Also received 2 Xmas cards mailed in December in late January. 
Yes, we have had problems with our mail delivery (10607, Orchard Hill) for months, and getting worse. These problems include:
 
1. Days with extremely late delivery.  I'm talking about well after 4PM still waiting for the mail, effectively ruining the chance of conducting any business that day with that mail.  .And then when/if the carrier arrives, it is someone who tells us they had to do their regular route first and then come to us. Do they really have no floaters or substitutes for when someone is sick or on vacation?  Is 4PM mail delivery acceptable to anyone?
 
2. Days with no delivery at all. This happens and then they then claim there was no mail for us that day, which is impossible, and the next day we see heavier delivery than usual, which proves it was a lie. And I'm talking about days with no weather issues. Once recently we actually saw the carrier walking a block away at 4:45PM, and at 5PM she disappeared. Time to go home, without finishing the route?   One day a few weeks ago there had been some snow which had stopped - but not at all a blizzard - and there was no delivery. When I asked the carrier the next day what happened, he flippantly said he doesn't deliver if there's snow on the path. He was there, and he chose not to give us our mail.  That is completely absurd - it was not one of the bad snow days and it was easy to walk to the door - he was just lazy.  On days when it was actively snowing a couple of times they also did not deliver.  I suppose that is slightly more understandable - but what happened to "Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds."? In years past we always got delivery, even on snowy days. This is a new low.
 
3. No answer when we call the 10607 post office. You call the main number of the Fisher Ave main White Plains station, and the phone rings off the hook. You might be calling to inquire about re-delivery of something needing a signature, or you might be calling to ask where your carrier is, or you  might be calling about anything - no answer, no voice mail. You're just out of luck.  And then if you call the direct line for the "supervisor", you also never get an answer, but sometimes get voicemail.  However, they never return your call. Doesn't matter what message you leave - they no longer call back. Seems to be a new policy - no phone contact, no call back, nothing.  Unacceptable.
 
4. Leaving a "not home" slip when in fact you are home.  This happens regularly - are they too lazy to carry the letter or package to you and so just leave the yellow or pink slip, expecting you to go to the post office to pick it up? No doorbell ring, just a slip with the regular mail.  Clearly they don't bring the packages or letters with them, and they get away with it.
 
5. Receiving mail clearly addressed to others and not receiving mine.  This happens regularly. Important mail, junk mail, magazines, bills - everything.  Sometime mail meant for a next door neighbor, sometimes for someone a couple of streets away for a house with the same number as yours but a completely different street name.  Sometimes totally random mis-directed mail from completely different neighborhoods.  If it is for a nearby neighbor, I always walk it over to them - if it's for someone farther away, I give it back to the carrier the next day.  But I worry if I get other people's mail, who gets mine? Almost never see someone bring my mail to me.  They need to be more careful.  I never got the sanitation calendar, for example (original mailing),  and I wonder what other mail I am missing - of particular concern when waiting for 1099s or checks. And worse when it's something you were not expecting - you would never know if you didn't get it. This has happened to me.
 
6. Wet mail.  A pet peeve - they walk with mail unprotected from rain - often soaked. Is this the policy of the post office?  What happened to the mail bag?
 
7. "No first class mail Tuesdays."  This has been going on for a long time - seems that on Tuesdays, consistently, all we get is junk mail.  My guess is they save it up and deliver it on Tuesdays - but then where is my first class mail for that day? Not delivered.  And now, in the last few months, I've noticed this has extended to Saturdays. No first class mail received, week after week, on Saturday.  Is this their way of preparing us for when they cease any delivery on Saturdays?  Do they think we'll say, no problem, I never get important mail on Saturday anyway? This one can be seen when I'm expecting a Netflix delivery that should come on Saturday - Netflix always arrives in  one day - except Saturday.  They don't guarantee it, but it's easy to see the pattern - we get Netflix the day after they ship. Always. Not Saturdays.
 
These are the things that quickly came to mind - I'm sure there are other things.  This is not the worst problem in the world, to be sure. But people depend on the postal service to receive checks, important bills and notices, personal letters, etc.  Not everything is done online.  We pay for the service, there is supposedly some government oversight, but it does not provide good service.  I hope you can put pressure on them to clean up their act.  I saw a report on the news that the 10463 zip in the Bronx is having the same problem. (I grew up in 10463 and we lived there until we moved here - I hate to think this problem is following me!)  You might want to contact Eliot Engel as well as Nita, as I believe I saw that he was working on the 10463 problem. And please know that this is not happening just to us - several neighbors on Shirley Lane have had the same experience.  Thanks Paul, and good luck with this. Please keep us informed of how you do!

yes-we have,for the first time in 32 years,been experiencing delivery problems-2 times no delivery,and at least 4 times delivery as late as 4:45 p.m.  I'd like to also note problems with garbage pickup-the sanitation people often throw the pails which land in the driveway.  When we come home,we have to stop the car in the middle of Fort Hill Road,and get out to move the pail from the driveway.  This is a very dangerous and unnecessary situation.
