Commissioner of Planning steps down to become Economic Development Director of Stamford

With regrets, I have accepted Thomas Madden resignation from the Town as Commissioner of the Department of Community Development and Conservation.
 
The Town Board appointed Madden as Commissioner of the Department of Community Development and Conservation for the Town of Greenburgh, NY in February 2008, after serving four years as the Deputy Commissioner.
 
As Commissioner, he has been instrumental in the development of new environment standards for the town, including the adoption of Green Building code for new site development, revisions to the Energy Star code and a Smart Growth Development Study, focusing on mixed use development in the Town, as part of the Town’s comprehensive plan update.
 
His responsibilities also include serving as the principal staff advisor to the Town and Village Boards, along with maintaining staff support for thirteen board and commissions, coordinating the processing and review of all development proposal for site plan and subdivision applications, zoning ordinance amendments for compliance with local and state regulations, as well as, providing accurate environmental impact and land use studies and reports that would allow the decision making body to act on the applications.
 
Mr. Madden was a steering committee member for Westchester County’s Central Park Avenue Bus Rapid Transit Study, Greenburgh Comprehensive Plan update and a member of the two Stakeholders’ Advisory Working Groups for the Tappan Zee Bridge/I-287 Environmental Review. Thomas  as co-chaired, a seven county planning consortium to develop the Mid-Hudson Regional Sustainability Plan that will tie into the Mid-Hudson Regional Economic Development Council’s Strategic Plan. The Town received an award for this plan by the Westchester Municipal Planning Federation in 2013.
 
The Business Council of Westchester County in 2012 recognized Thomas as one of their “Rising Stars – Forty Under Forty” program. The program pays tribute to individuals who surpass expectations, raise the bar, set new standards for success, and make their mark in their chosen profession at a young age.
 
Mr. Madden will be leaving the Town to take a position with the City of Stamford as their new Economic Development Director. I wish him the best and continued success in his career. He has been instrumental in helping shape the direction of the Town and making sure that Town of Greenburgh takes its place as a regional leader.
 
I have asked the Town Board to consider appointing Garrett Duquesne, who is the current Deputy Commissioner, as Acting Commissioner of the Department.  I have full faith in Mr. Duquesne continuing the great work of the Department on behalf of the residents of the town.
