Assisted living facility to file application in Edgemont in January, 2015
Release Date: December 15, 2014

About a week ago representatives of Shelbourne Assisted Living met with me and the Commissioner of Planning and advised us that they would be submitting an application to the town to build an 85-98 bed facility at the Sprain Brook nursery on Underhill Road/Sprain Road sometime in January.  This was the first meeting or contact I have had with them since May when they informally met with town officials to discuss.
It's always been my policy to try to share possible development proposals with the community as soon as I learn of the proposal. This facility could generate between $500,000-$600,000 a year in taxes- with more than half going to the Edgemont school district.
The applicants would like to build a single building, about 2 1/2 stories high. The property would be rental. Rents range from $3000 to over $6000 a month.
The purpose of this note is to advise you that the although the approval (or rejection) process, once it begins, will include several Town Land-Use Boards (including the Town Board, Planning Board and Zoning Board of Appeals) and have many formal public hearings, there is an opportunity for preliminary informal discussions so that your concerns are best addressed. If you would like the applicant to meet with some neighbors at someone's home (IF YOU LIVE IN EDGEMONT) or at an informal meeting before any application is submitted - I would be pleased to arrange. I believe that citizens who live closest to a proposed development should have a chance to informally meet with applicants to discuss concerns, ask questions.
Among the issues that I'd like discussed: traffic (usually there is very little traffic from assisted living facilities), delivery times, truck traffic (the applicant advised that there would be less truck traffic during peak times than the current use--we will have to confirm that during the studies), area stormwater improvements, the potential for sidewalk installation, safeguards to make sure that a for profit facility doesn't become non profit, impact of an assisted living facility on our ambulance services.  If you have any other questions you'd like studied please advise. Before any decision is made a very comprehensive study must be completed.
No decisions have been made. And, no applications have been submitted as of yet. I don't want the community to think that secret deals or representations have been made. That's why I seek your involvement--even before the process begins.
If you don't want to attend a pre-meeting but have questions please feel free to drop me a note or e mail. Your comments and questions will be carefully reviewed.

JUST RECEIVED THIS UNSOLICITED  E MAIL FROM A RESIDENT WHO IS MOVING HER PARENTS TO AN ASSISTED LIVING FACILITY THAT IS CURRENTLY UNDER CONSTRUCTION IN TOWN…
Dear Paul,

Quite a while ago you were very helpful to me in finding out about the new senior living Brightview that is opening soon in Tarrytown.

Well, I have kept in contact with the people you told me about and today my parents happily signed on to be two of the first people in the new assisted living facility.  They were so glad to find a place near me, I live in East Irvington, and that offers so much necessary aide and happiness to their life.  I was beyond thrilled to have them sign on and they were even able to take advantage of the discounts offered to the first of the thirty people signing on for the new senior living community.  My mother is a long time 87 year old Tarrytown resident!

It will afford my parents the luxury of living nearby to me and my family as well as having state of the art help both medically and emotionally.  It seems to be a lovely supportive community in a beautiful location.

Just wanted to let you know that I was appreciative of the time you spent emailing me and my folks in reference to this new living space for them in July 2015.

Wishing you and yours a wonderful Holiday Season and Happy and Healthy New Year!

Sincerely,
