Summary of options for Frank's nursery. (meeting Monday night)...meeting for families with autism

On Monday we will be holding a community meeting to discuss the offers we have received to purchase Frank's nursery.  These offers are conditional on approvals being given and on cleanup taking place.  The meeting will be held at Town Hall at 8 PM.  The goal of the meeting is to solicit feedback from the community as to which use is preferred.  The Town Board will be asked, after the meeting, to authorize our broker to negotiate a contract for the sale of the property to the preferred purchaser/use. 
 
Please note that this is just for review purposes and all of the details are subject to change as part of the negotiations.
 
So far we have received three written offers. There is a possibility that we will receive a 4th offer on Monday.  This is a summary of the 3 written offers we have received so far. The offers are all within the same price range. I left out the dollar amount since our broker is still negotiating the dollar amounts.  During the past year there has been extensive advertising of the property for sale.
 
Assisted Living Facility---requires no zoning changes. Appoximately 100-120 units. Not to exceed three stories in height.  The property would be taxable. 
 
Self storage facility-- requires a zoning change.   A much smaller building than the assisted living. or independent living facility. Because there is no basement cleanup costs would be less. 5 acres of the property would be donated back to the town --which we could use for other uses (such as a solar farm) or we could sell the other parts of the property.  One employee. Anticipation: only a few visitors a day. Taxable. Not as much as the other two proposals. Some people expressed concern that allowing this use could open the possibility for other self storage facilities around town.
 
Senior Independent Living: Requires zone change. 3 stories. 120-140 units. The concept: A boat on land--non medical services offered to residents, including meals. A luxurious way for seniors to live. Taxable.
 
I met with a 4th possible purchaser two weeks ago. He indicated that he would be submitting a written offer on Monday, June 15th. He was interested in building a 140 unit assisted living facility that would be more affordable than the traditional assisted living facilities. He also would be seeking a zone change for 25 senior independent living residences. He would be willing to enter into a PILOT agreement with the town guaranteeing the tax revenues in the event that the facility becomes non profit.
 
We are working with Woodard & Curran and developing a plan to clean up contaminants on the Frank's site.
Anthony C. Catalano P.E., BCEE Senior Vice President has been working with the NYS DEC and has had discussions with the state  on options for the town.  One possibility; we could enter the Brownfields cleanup program which is structured for future development/developers.  We will be working closely with the NYS DEC and our environmental consultants so that the state buys into the plan of action we will be taking.  The brownfields funding could cover 90% of the cleanup costs we have been told.

Brain Power uses a unique combination of our “Empowered Brain” apps and Google Glass to bring together children with autism and their families. The apps helps children connect with their loved ones by helping them develop their social skills, language, and positive behaviors in a fun, game-like way. The software gives children personalized feedback and training, while also giving their parents valuable data rich reports about their child. Brain Power, fuses pioneering neuroscience and cutting edge technology to help children climb from potential to reality.

This summer, Dana DeRuvo Hanner's son Jackson will travel with the Brain Power Team 6,000 miles across the country to hear the voices of those connected to autism, creating a full length documentary to share with the world. On June 17th, the team will be in the Greenburgh area and will share more about their company, give live demonstrations of the software, and listen to your stories. Other locations that the team plans on reaching is Heartsong and the Center for Discovery.
