The Greenburgh Town Board will salute  Frances (“Fran”) S. McLaughlin  who is stepping down as chair of the Greenburgh Planning Board at our Town Board meeting on Wednesday evening, December 14 at 7:30 PM.  Fran has been chair of the Planning Board since 1999. She has worked very hard -devoting thousands of hours to the town, at a salary of NOTHING.  She's a model citizen who has made our community a better place.

She also served  as Vice Chairperson of the Town’s Comprehensive Plan Steering Committee from 2007 – 2016, and as a member of the Parks & Recreation Advisory Board from 1992-1994.

As a Planning Board member and Chairperson, Fran oversaw residential developments ranging from two lot subdivisions to large multi-family developments, and commercial/office projects ranging from small restaurants to a 1,000,000 sq. ft. research and development campus; and she applied the same level of professionalism, interest and dedication to all projects, ensuring that good planning principles were the basis for their review and approval.

Chairperson McLaughlin was a major proponent of sidewalk development, ecological building practices (such as green roofs and rain gardens), innovative stormwater design solutions (oil grit separators, alternatives to traditional asphalt), affordable housing, wetland/watercourse protection and public park enhancements, the product of which is evident throughout the Town of Greenburgh.

Chairperson McLaughlin provided the Town with decades of expertise in the Land Use and SEQRA processes. She routinely attended local land-use seminars of the Westchester Municipal Planning Federation and advocated for improvements in the Town of Greenburgh associated with the Tappan Zee Bridge Replacement. Her local planning knowledge was second to none and augmented through extensive traveling experiences to major cities around the world.

As Vice Chairperson of the Comprehensive Plan Steering Committee, she was a strong advocate for affordable housing, mixed-use development, and took a lead role in formulating the Town’s strategies to facilitate the growth of research and development
