2019 capital budget proposed---public hearing April 10 at town hall after 7:30 PM

I proposed the 2019 recommended capital budget to the Town Board today. You can read the capital budget by clicking onto the attachment.  Narratives for all the budget items are included after my budget message.  This proposed capital budget contains recommendations for both the town entire and town outside villages.  For the town entire the recommended capital budget is $338,356. For the town outside the villages the recommended budget is $9,240,777and for water and sewer the recommended capital budget is $7,500,000.

 

  The proposed budget includes the purchase of trucks to include curb side collection of food scraps.  We will be replacing the floor/lounge at the Theodore Young Community Center and purchasing two passenger buses that are used to transport seniors.  We need to replace pool vents below the pool and need to replace a boiler at the Theodore Young Community Center.  There are additional funds for sidewalks.

   The parking lot at AF Veteran park is in need of improvements. We are going to update our master plan , expand parking for the disabled and address drainage issues. We also are exploring solar panel parking areas to provide shade for some cars and solar energy (similar to what Manhattanville College has done).  IF we  approve a solar car parking area the town will generate revenue from this. We also are upgrading tennis courts and making safety improvements at Massaro.

  The police have requested equipment and software and enhancements to their HVAC system. The Public Works department needs a new street sweeper,  some trucks and equipment. There is funding for road resurfacing, curb replacement, drain replacement and sidewalks. And we're prepared to make Ft Hill Road and Ardsley Road safer.

  Water tank rehabilitation, water main cleaning and lining , sewer lining and repalcement of sewer pump stations are other highlights.

   There will be a public hearing on the budget on April 10, 2019.  Your feedback is welcome.

PS: This is the last time the capital budget will be submitted in the middle of the year. It was recommended that in the future the operating and capital budgets be released and approved the same time--submission by October 30th and approval by mid December.
