Comprehensive Plan Update for The Town of Greenburgh, New York -Submittal Deadline



BACKGROUND/PROCESS
The Town of Greenburgh, (www.greenburghny.com) is located in the southern portion of Westchester County, New York and covers a total land area of approximately 31 square miles between the Hudson River to the west and the Bronx River to the east. Adjoining the Town of Greenburgh to the south is the City of Yonkers, to the north is the Town of Mount Pleasant, and to the east are (from south to north) the Village of Scarsdale, the City of White Plains, and the Town of North Castle. The Town of Greenburgh includes six incorporated villages, four of which span along the Town’s entire Hudson River waterfront (Hastings-on-Hudson, Dobbs Ferry, Irvington and Tarrytown, from south to north), and Ardsley and Elmsford in the interior portion of the Town. The Unincorporated Area of the Town, which is the focus of the updated Comprehensive Plan is approximately 17.8 square miles in area, and includes numerous neighborhoods, such as East Irvington, Glenville, North Elmsford, Fairview, Hartsdale, and Edgemont.


The current Comprehensive Plan was commissioned in 1998 and adopted in 2003; it has never been substantially updated. The project will involve close coordination with representatives of Town’s Comprehensive Plan Steering Committee, and Department of Community Development and Conservation, who will assist the consultant with the collection of materials, the acquisition of citizen input, and other project tasks to be defined. This is designed to be a participatory process, leading to consensus amongst Greenburgh citizens relative to a long-term vision for the community. As such, it will be very important for the consultant to demonstrate an ability to facilitate a process that includes community outreach and public participation.


SCOPE OF WORK
The objective of the expansion and update of the Comprehensive Plan, including addressing all areas referenced in Section 272-a (3) of New York State Town Law, is to identify the defining character of the unincorporated area of Greenburgh as a whole, identify the defining character and current development patterns of selected areas and neighborhoods of the Town, and to evaluate current, future, and potential development patterns and pressures that will impact the Town in order to help the Town develop a vision of what Greenburgh will be in the future.


SUBMITTAL INFORMATION
In addition to providing a narrative or other statement by the firm of its qualifications for the proposed project, The Statement of Qualifications should include the following:

  1. All relevant contact information for the firm;
  2. Description of the firm's expertise in the preparation of comprehensive plans for local governments and in effectively soliciting public input;
  3. Year of establishment, as well as any previous firm names, whether the firm is a partnership, corporation, or sole proprietorship, where it is organized, and the names of principals, officers, and directors of the firm;
  4. Names, titles, experience, qualifications and service periods of principals/key personnel;
  5. List of recent relevant projects; and
  6. Contact information for at least three references involving similar projects.

 Interested firms should submit ten (10) copies of the Statement of Qualifications by close of business on FRIDAY, April 27, 2007 to:
