WORK SESSION AGENDA, SUMMARY & SAVE THE CYBERMOBILE SUGGESTION

The Library Board has decided to discontinue cybermobile service. A 3 month grant from a foundation has run out.  Although I personally believe that there are ways to continue the cybermobile service (within the budget that was approved by the Town Board) –the NYS Education Dept has advised me that the Library Board is independent of the town and has the ability to shift funds WITHOUT the consent of the Town Board. The Library Board might want to consider the suggestion posted below: Another option would be to park the cybermobile at a few different locations during the week and to send a librarian to the  location where the cybermobile is parked  during the limited hours that it is open. In effect, the cybermobile would be a branch library…. We could use existing drivers for these limited runs.

CITIZEN SUGGESTION---
Lacking funding, what is going to happen to the cybermobile?
I suggest that it be permanently  tethered in Hartsdale, either at the parking garage (electricity) or on the street.
Hartsdale represents a central, densely populated area of unincorporated which is NOT within walking distance of the existing Library outposts.

Thus "stationed", it could be opened on a limited basis, as budget or grant affordable, and serve the Seniors domiciled along Hartsdale Avenue and those either using the train station or picking and dropping those that do.

Given that the only serious cost remaining (no repairs, gas) would be personnel.

Historic Hudson River Towns
Formerly the Historic River Towns of Westchester, Historic Hudson River Towns (HHRT) is a non-profit organization that has invited all river towns, encompassing seventy municipalities extending from Yonkers to Albany to participate in an the association for mutual benefit and to address common concerns. “Under an Inter-Municipal Agreement, HHRT’s objectives include fostering the local Hudson riverfront economy through public-private partnerships; promoting tourism as an economic development initiative along the riverfront; enhancing transportation to and throughout the river towns; and the implementation of a comprehensive marketing plan. The Town Board will consider becoming a part of the association.
Cab Calloway House Preservation Efforts
The house, located at 1040 Knollwood Road and once owned by Cab Calloway, a major and significant contributor to American music, arts and culture, is facing foreclosure. In response to a letter from Cecelia Lael Calloway, daughter of Cab, to Supervisor Paul Feiner, the Town Board will recommend that the Town Historic & Landmarks Preservation Board offer assistance to the family in exploring how to have the property designated for landmark status.
Contracts for Sculptures Displayed at DeSantiPlaza – Hartsdale
Leslie Scheiblberg, Independent Curator and Development Consultant (9 years with the Town) is proposing to administer, curate, and oversee installation of four sculptures for DeSantiPlazaPark. “The goal of this project is to exhibit work by contemporary sculptors each for a three month period adding a cultural element and enjoyment of present day sculpture at DeSantiPlaza.” The Board wants preference to be given to Greenburgh artists. The need to indemnify the Town from liability issues regarding the sculptures was also discussed. Supervisor Paul Feiner asked Councilman Francis Sheehan to work with Town Attorney Tim Lewis and Deputy Town Attorney David Fried to draft a resolution to enter into a new partnership with Ms. Scheiblberg that addresses these concerns.
Broadview Civic Association
Mr. Bob Reninger, President of the Broadview Civic Association and members of the association presented questions to the Board regarding Library construction and project development. Questions not addressed at the meeting will be addressed by the Board over the next four weeks. Members of the civic association requested a tour of the library construction site. Chief Kapica will assign an officer to contact Mr. Reninger to discuss traffic flow and potential traffic issues.
Greenburgh Housing Authority (GHA)
The matter of an outstanding debt owed the Town by the GHA has not yet been settled. GHA Commissioners will be asked to come to the June 25th Town Board meeting to provide an update.
TDYCC FAST Swim Team
Councilwoman Sonja Brown and Acting Commissioner Valerie Whitehead will meet with parents and staff associated with the swim programs at TDYCC to address the issue of pool time in an effort to create a schedule that allows for an equitable distribution of time for all swimmers.
