WESTHELP PROPOSALS DUE ON MONDAY

Proposals for the management of existing apartments or for the redevelopment of the 108 unit facility on the six-acre former WestHELP complex are due by Monday afternoon. Applicants are encouraged to also submit proposals for the use of the administration building at the WESTHELP complex. We have been showing the property to some potential developers/property managers and anticipate receiving some interesting applications. The property is located at the Knollwood Gate entrance to Westchester Community College. The town has rights to the property for 20 years. The buildings require some renovation but we anticipate that the town will still come out ahead after renovations take place.
 
After the Town Board receives the proposals we will post them on the town website (www.greenburghny.com) and provide residents with a comparison of the rental income the town would generate from each of the proposals. We expect to make a selection by December 20th and anticipate finalizing a development agreement by January 15th, 2013.
 
The County of Westchester is the owner of the six-acre parcel and would prefer that the existing apartments and administration/school building be maintained. The Town will entertain proposals that could include rehabilitation or redevelopment of existing buildings and structures if such redevelopment property would enhance the County of Westchester’s affordable housing initiative. Redevelopment (including demolishment or significant alterations of the existing buildings) will be considered if the redevelopment proposals would generate more revenue to the Town than usage of existing buildings and provide better affordable housing options for tenants.
 
Prior to the county closing down the WESTHELP homeless shelter last year - the town generated $1.2 million a year in revenue from the facility.
