An important message from the assessor regarding tax assessment changes...

YOUR TAX ASSESSMENT CHANGE--WHAT IT MEANS FOR YOU---AN EXAMPLE BELOW OF AN ASSESSMENT INCREASE THAT RESULTS IN A TAX RATE DECREASE

 

A number of residents have e-mailed or phoned me concerned about the assessment change notice.  I asked the Assessor, Edye McCarthy, to clarify what the assessment changes mean and this is her explanation.  An example is shown below of an assessment increase and a tax rate decrease.

As of this writing, all property owners should have received an Assessment Change Notice.

 

In 2016, the Town implemented a Town-wide reassessment and established current market values for each property.  The Town committed at that time to maintain assessments at 100% of market value to increase transparency and fairness in the process.

 

Most of the Westchester County Real Estate Market, including Greenburgh, have seen significant increases in market values, including, but not limited to, Condominiums and Cooperative Units.

 

In maintaining assessments at current market levels, property assessments had to change to reflect the trends.

 

Each neighborhood and each property type was analyzed to determine a market trend.  That trend was then applied to each property.  As the market increases, assessments may increase, and, conversely, as the market decreases, so may assessments.  There were some areas in Greenburgh, however, where the market was flat, resulting in a zero percent assessment change.

 

On the back of the letter that was sent, there is an explanation as to why assessments can change.  If a property owner has further questions, they should contact the Assessment Department.

 

There are two components to one’s property taxes:  Tax Rates and Individual Assessments.

 

Governing Budgets / Aggregate Town Assessment  =  Tax Rates

 

Tax Rates x Individual Assessments = Property Taxes

 

For a hypothetical example: as the aggregate assessment increases, and Governing Budgets remain constant, tax rates are reduced, resulting in individual property tax changes as follows:

 

($750,000,000 / 23,250,000,000) x 1,000 = $32.25                 500,000 x $32.25 = $16,125

 

($750,000,000 / 25,500,000,000) x 1,000 = $29.41                 520,000 x $29.41 = $15,293

 

As can be seen, the assessment increased and the tax rate decreased, resulting in a slight decrease in property taxes.  This is not always the case as governing budgets typically increase.  However, the above is an example as to what happens with assessment changes.  Governing budgets typically increase due to increased operating cost, resulting in a slightly different outcome.

 

It is unfortunate, but the tax rates are not set until March of the following year.  It is almost impossible to forecast what the new tax rates will be.

 

If you disagree with the assessment on your property, you have till June 19th to file a grievance with the Board of Assessment Review.  If you have any questions about your assessment changes please call the assessor at 914-989-1520.

Trump Administration Announces Assistance to Support Community Revitalization through Local Food Enterprises. EPA joined other federal partners in announcing assistance to help 16 communities revitalize downtowns, boost the local economy, improve public health, and protect the environment through local food enterprises. National Leadership Summit on PFAS. Scott Pruitt opened the National Leadership Summit on per- and polyfluoroalkyl substances (PFAS) by announcing concrete steps the Agency plans to take. We will convene our federal partners and examine everything we know about PFOA and PFOS in drinking water.

EPA's New Office of Continuous Improvement. Administrator Pruitt met with employees and stakeholders to announce EPA's new Office of Continuous Improvement. "Through Lean Management, EPA is tracking, measuring, and improving vital agency processes, such as permitting and meeting legal deadlines on time, for the first time," said EPA Administrator Scott Pruitt. EPA established OCI to coordinate and track important Agency actions to ensure we respond and resolve challenges quickly and thoroughly using Lean principles and tools.
