9a BYPASS BEING PUSHED AGAIN BY TOWN, ELMSFORD--TO REDUCE TRAFFIC CONGESTION, INCREASE SAFETY

TOWN PURSUES 9A BYPASS--NEW ROAD THAT WILL REDUCE TRAFFIC CONGESTION...INCREASE SAFETY...PROMOTE ECONOMIC DEVELOPMENT AND MORE RATABLES
               OUR BEST CHANCE OF MAKING THIS HAPPEN IS NOW
The town of Greenburgh & Village of Elmsford are pursuing a major road improvement that
 would reduce traffic congestion, increase safety and promote economic development and more ratables in the town. The Town Board approved the following resolution at our last Town Board meeting. Meetings with state officials and town representatives are being held to promote the bypass.

RESOLUTION DECLARING THE TOWN OF GREENBURGH’S CONTINUING
SUPPORT FOR THE INSTALLATION OF THE ROUTE 9A BYPASS
WHEREAS, several decades ago it became apparent to the Town and its Villages, in particular
Elmsford, Tarrytown and Ardsley, that truck traffic running north and south seeking a route above the
Cross Westchester Expressway had only the limited options of NYS Route 9A through Ardsley and
Elmsford or NYS Route 9 through Tarrytown; and
WHEREAS, these existing roadway options are inadequate for the high volume of truck traffic;
and
WHEREAS, local, county and state officials determined the feasibility for a bypass road which
would reduce congestion, increase safety and promote economic development, which lead to the
development of environmental studies, engineering plans and many meetings of the interested parties; and
WHEREAS, the project has yet to receive the necessary funding to move forward; and
WHEREAS, the Town recognized the importance of developing a fund to supplement what was
available from the State and County, and instituted the 9A Bypass Fund with the concurrence of all taxing
jurisdictions within its boundaries, for the collection of Real Estate Taxes from new development, to be
held in a compounding investment account; and
WHEREAS, that fund now contains $4.3 million; and
WHEREAS, Westchester County now has funding available for the missing link in the
North/South County Trailway, with a pathway roughly parallel to that of the Bypass, seemingly making it
feasible for the two projects to move together in tandem with consequent savings; and
WHEREAS, the Town’s recently released draft Comprehensive Plan contains several policies that
further support the installation of the 9A Bypass; and
WHEREAS, the Town’s recently released draft Comprehensive Plan indicates several economic
development initiatives that could result from implementation of the 9A Bypass;
NOW, THEREFORE, BE IT RESOLVED, by the Town Board of the Town of Greenburgh that
the Town Board fully supports continuing efforts to further the Route 9A Bypass project and makes
known its willingness to assist with funding of the project, when and if so requested by the New York
State Department of Transportation
 
 
There have been several iterations over the years. Two options that may have traction are shown below in red and blue. Both would pass under I-287.
The blue option has the lower cost ($5 million)
The red option greater cost $10-20 million.
