Water consumption to be reduced by 5%...suggestion: organic recycling compost site at Landmark

TOWN TO WORK WITH NYC TO CUT WATER CONSUMPTION BY 5%---MAY RECEIVE UP TO $1.9 MILLION DOLLARS IN GRANT FUNDS FROM NYC!
The Town Board met with the NYC Environmental Protection Agency (Watershed protection programs) at our Town Board work session this morning.  The town purchases water from NYC. DEP is working to achieve a 5% reduction in consumption by 2019 as part of its water for the future program. DEP also wants to assist communities like Greenburgh with water conservation and demand management. They are offering to make available to the town (at no cost) their consultant who will work with the town in developing a water conservation plan.  In addition, Greenburgh’s water district will be eligible to receive $1.9 million dollars in grant funds that have been earmarked for the implementation of a water conservation initiative.    Measuress proposed for implementation would provide sustained and additional reductions over time. 
 
The town Board will be asked to approve an agreement with NYC  --which will likely happen next month.   This is an exciting initiative –water conservation is an important initiative. Receiving up to $1.9 million in grants to help us achieve the 5% reduction is a great opportunity!
 
PUSHING ORGANIC RECYCLING---SUGGESTION TO LANDMARK AT EASTVIEW: CREATE AN ORGANIC RECYCLING COMPOSTING SITE ON PORTION OF THEIR CAMPUS
At the Town Board work session the Town Board also met with Peter Gilpatric who represents Landmark at Eastview. Landmark at Eastview is in the final stages of obtaining a rezone for their campus (which currently houses Regeneron and Madison Square Garden). I suggested that Landmark at Eastview create an organic recycling composting site on a portion of their property for their tenants – an initiative that will help the town generate even more momentum for organic recycling in town.  Mr. Gilpatric seemed very open minded about the concept. Organic recycling could reduce the amount of garbage by as much as 30%.  In my 2015 proposed budget I will recommend that the Town Board contract out with the Greenburgh Nature Center to oversee a major initiative to promote organic recycling in town. We will start in our schools and expand. 
 
TOWN BOARD FOLLOW UP ACTION ON WESTCHESTER DECISION NOT TO ACCEPT CONSTRUCTION DEBRIS FROM LOCAL GOVERNMENTS
The Town Board also discussed Westchester County’s decision (dated October 7th) not to accept any construction debris from local governments. We met with the Commissioner of Public Works and asked him to come up with a plan to address this reduction in county services by the December 2nd Town Board work session. Among options: Establishing a location for people to dump their C & D materials…having the town pick up C & D once a month and to charge residents a  fee to cover our costs).   The town has been reducing staff over the years –if we accept C & D materials and drop it off at a non- county facility that accepts C & D there will be additional costs for the town.  Question: Should the town initiate a C & D pick up or drop off service? What controls should we have so commercial businesses don’t dump their debris at town facilities? What action steps should we take to reduce dumping of C & D debris on town roads now that county won’t accept any C & D.

I am working on my proposed 2015 budget. I’m pleased to report that the town will comply with the tax cap legislation that limits tax increases. My budget will be presented to the Town Board on October 30th.
