THEODORE YOUNG COMMUNITY CENTER TO GET ATTRACTIVE NEW ROOF -INDOOR POOL WILL HAVE MORE NATURAL LIGHT

TOWN REPAIRING INDOOR POOL ROOF AND UPPER WALL CONNECTIONS AT THEODORE YOUNG COMMUNITY CENTER MORE NATURAL LIGHT AT INDOOR POOL! (SEE RENDERING) POOL TO REMAIN OPEN DURING MOST OF CONSTRUCTION==THERE WILL BE TIMES WHEN POOL WILL BE CLOSED COST OF RENOVATIONS --ALMOST 1.6 MILLION The Town of Greenburgh DPW will soon began a partial reconstruction of the Theodore D. Young Community Center pool building.  The Town has authorized funding totaling nearly 1.6 million dollars to correct a serious problem detected last spring affecting the roof and upper wall connections to the support structure of the building.  During the late spring of 2015, town engineers noticed a wall appeared out of plumb at a rooftop corner of the building.  Further investigation suggested a possible serious issue needing further investigation.  The Town engaged Antonucci & Associates, Architects and Engineers, LLP (aaae) to perform testing and analysis of the structure to determine if a structural hazard existed and, if so, to what  extent.  Patrons of the TDYCC may recall scaffolding and protective enclosure installed around the TDYCC last year.  This work was done in response to concerns related to the preliminary findings of aaae.  In July of 2015, aaae advised the Town Engineers of damages discovered to roof and secondary structural support members of the building.  The analysis concluded moisture from the pool penetrated the walls and roof cavities, creating an environment for rust and decay.  They recommended the public be protected from possible falling debris and that the Town develop plans for the complete removal and reconstruction of the upper wall sections and roof of the building, with additional repairs to structural members impacted by the excessive moisture and condensation.
 
Mindful of the possible costs to enter into an emergency contract absent detailed plans and absent public and competitive bidding, the Town asked the consultant to perform more testing and prepare full construction plans, details and documents to enable public bidding to achieve the best costs for the work in a competitive bid manner.  During the fall and winter of 2015, aaae did further testing and prepared the plans and documents for public bidding.  The plans were completed over the spring and recently the Town did approve a contract to Standback General Contractors, LLC in the amount of $1,507,595 for Building Envelope Repairs / Replacement at the Theodore D. Young Community Center via resolution PW-1 on September 14, 2016.  The Town Engineering/Public Works Department expects construction will soon begin on this project.  In general terms, the work will include the removal of the top 12-feet of the walls, the roof and exposing the structural steel.  Reinforcement will be made to steel as needed, and new walls will then be constructed and a new roof installed.
 
The proposed work is designed to minimize interruption to daily pool use, by constructing safety barriers within the pool interior to protect the facility during the exterior wall and roof removal and replacement.  There will still be times when the pool must be closed, but the Town expects the extra steps of creating the interior safety enclosure will minimize such disruptions.  Notifications about the work will be provided at the TDYCC Pool in advance of closures.  The work does provide an opportunity to modify the wall replacement to provide for more natural light and improved wall surfaces to replace those planned for removal.  This is evident from the architectural rendering of the expected pool interior upon completion of the project, expected late in 2017, attached.
 
Town Engineering/DPW will provide updates at key times during the work.
